- Offset into source buffer.

- Number of bytes in source buffer to decrypt starting from startIndex offset.

- Encryption key to use to decrypt data.

- Initialization vector to use to decrypt data.
- strength CipherStrength
- Cryptographic strength to use when decrypting data.
